It means that you have acquired significant training and experience in a variety of dive environments. The Master Scuba Diver rating isn’t a course in itself, but a recognition of the skills and experience that you’ve gained from the following -

Advanced Open Water Diver
Rescue Diver
Emergency First Response
5 PADI Specialities
50 logged scuba dives

PADI Advanced Open Water Diver
PADI Rescue Diver
Emergency First Response Training
PADI Enriched Air Diver Speciality
One 4 dive PADI Speciality (Deep, Wreck or Search & Recovery)
Three 2 or 3 dive PADI Specialities

To earn your Master Scuba Diver rating you need the following -

12 years old
PADI Open Water Diver (or qualifying certification from another training organisation)
PADI Advanced Open Water Diver (or qualifying certification from another training organisation)
PADI Rescue Diver or Junior Rescue Diver (or qualifying certification from another training organisation)
Minimum of five PADI Specialty Diver courses
Minimum of 50 logged dives
